What make/model video card do you have? What resolution are you running?

Of course you have a video card. Look at your system specs. It's probably an
Intel onboard chip. Do you have a laptop?

I Googled "Turbo C" and find that this is an ancient compiler.

http://en.wikipedia.org/wiki/Turbo_C

So what is it exactly that you're trying to do? If you are trying to run
this very old compiler in Vista (why?), it is not surprising that full
screen isn't supported. Turbo C's native operating system was MS-DOS which
hasn't been part of a Microsoft operating system since Windows ME.

If you have some compelling reason to run an obsolete compiler, then you
should either live with Vista's DOS emulation or use virtual software
(Virtual PC 2007 or VMware for ex.) to create a virtual machine running an
OS in which Turbo C will run properly.
