Vista screen keeps moving up and down

On a laptop with Vista, as the user is typing, the program window she's
working in will suddenly move up or down of its own accord. This happens
all the time. It's not happening as result of touching the thumb pad. It
happens just from typing .

Anyone have any idea what causes this and how to stop it?
