Was Vista SP1 offered by Windows Update or did you choose to install it
manually?
System Restore is NOT an undo utility and should not have been used to
remove the theme you'd installed!
Unlimited installation and compatibility support for Vista SP1 is available
at no charge *but only through 18 March 2009* so get moving!!
