Since you see the Dell logo, you know that the BIOS is working, at least
minimally.
Since you see the Microsoft banner, you know that it is getting far enough
to TRY to load Windows.
So your computer is not entirely dead.
Do you know how to enter the Dell BIOS (Basic Input Output System, the
hard-coded gut-level codes that enable the computer to "pull itself up by
its own bootstraps" - that is, to "boot the system")? Every computer has a
BIOS and every one must have a way for the user to view and modify these
basic codes. You may not understand these codes, but you should at least be
able to see them. Instructions for how to do this vary from one
manufacturer and model to the next, so it won't help you much to know how my
computer works - but I'll bet that Dell included such instructions in the
box with your computer. If you can't find the owner's manual, then contact
Dell tech support and ask them.
How new is your computer? Still in warranty?
(Vista is too big to fit on a CD-ROM. It comes on a DVD-ROM. And, since
you have SP2, the SP1 DVD probably won't work for you.)
