Vista SP2 problem (800F081F), also tapi32.dll missing

All of a sudden I get several errormsg's saying tapi32.dll is missing, the
error appear before the logon window (logongui), then several times after
logging in (msn wont launch) also it appears when launching Adobe Reader (and
many more)

I searched for a fix but was unable to find any clear reason why it was
missing or a fix that seemed viable. One way would be to simply download the
right version of the file and put it in system(32) or something but that
wouldnt really tell anything about why this has happened, also it might just
be asking for another file that is also missing.

I've checked for viruses and spyware (using kaspersky, norton, nod32, trend
micro, malwarebytes, spybot search&destroy, even hijackthis)

I have also done the sfc (system file checker) without any luck.

I then got the idea that perhaps it would get fixed if I installed Vista
SP2, but I keep getting a code 800F081F when trying to install it.

Any ideas?

I've tried that, and it didnt help. Neither did a rename of the
c:\widows\softwaredistribution folder.

Nice informative page describing the tapi dll.

Yeah well, as I posted I have searched, and searched, and I have tried
*many* things to fix this, for some reason tho, this problem isnt that easy
to fix.

I suspect that perhaps the missing tapi is causing the sp2 update
problem...to bad when I was hoping sp2 to fix the missing tapi problem...

Any Microsoft-supported way of reinstalling the tapi ?

All I can suggest is a repair install - it may or may not work -

See this article for directions on how to repair the installation
Ignore the title: http://support.microsoft.com/kb/958044

NB: If you've installed SP1 for Vista

Step 7 (method for Windows Vista), the *UPGRADE* option is not available
because SP1 has been installed.

Uninstall SP1 http://support.microsoft.com/kb/948537
