Vista sp2 rc

I ma trying to install the RC but the SP2CPPRK_cmd will not let me run as
administrator. any ideas as to why?
When I right click on the file I do not get that option.

rename SP2CPPRK_cmd to SP2CPPRK.cmd or SP2CPPRK_cmd.cmd (add a .cm
extension to make Windows regard it as an executable file)
