Where are the settings to change the size of the boxes for shutdown an
lock

It seems like that you've changed some default setting of Vista using
third-part software. If so, try to restore those settings you've changed.
According to me, Vista doesn't allow you to change the size of the shutdown
or lock button.

It was a while ago so I can't remember which of the apps it was.

There's other issues as well so a complete install from original
recovery discs is the go.
