Vista stores downloaded .js and .css files where?

I'm having some problems troubleshooting web development. Where are the
downloaded .js and .css files now located?

Huh? You will need to download them yourself. You can see the location of
them by looking at the code for the webpage. Just put that location in the
address bar of IE, and you will get a Save File dialogue.
