Generally speaking, are Vista System Restores (even in safe mode) totally
successful?

No one can really answer that question accurately. While System Restore
works well on an otherwise healthy system when used as intended - to go
back a few days, a week at most, to undo a mistake - it can't solve more
deep-rooted problems such as operating system damage/corruption/infection.

If you want a specific answer for a problem you are having, please provide
details. Otherwise, my answer stands: it depends.

Because of the improvements to System Restore in Vista it is more likely to
work than with previous versions of Windows. The System Restore itself
almost always is successful in Vista. Whether this solves your problem
depends on what the problem was. If there have been a lot of changes to the
system since the restore point was created you may end up with more or
different problems.

What Malke said.

If you desire total system restoration - every file, every program,
every setting - consider an imaging utility designed for that specific
purpose. It may be the most valuable software you ever buy.

Read about one popular one here...

from the number of people reporting here having problems with restore.

NO

of course we do not hear about the successful restores.

but the number of problem ones would be an indication.

I take it System Restore was successful but this didn't solve your problem.
The original question was whether most System Restores are successful. The
answer to that question is yes. The possibly unspoken question is will a
System Restore fix my particular problem? The answer to this question is -
it depends :-)

It depends on how you define system restore.
You take rather a flexible approach here.
After consuming my time of restoring the sytem,
i expect the system is restored and my problem be solved.
But it does not happen.
So I dont consider system restore to be sucessful.
After all, why then would I do system restore?

does not makse sense...

It's a quick (and perhaps dirty) method that's worth a try in the
case of problems with stuff you just installed. But of course it's
no substitute for proper backups.
