Vista Taskbar

I have a few windows open, whatever they maybe not just IE but a mixed, but
sometimes when I click on a taskbar window to switch to another window
nothing happens when I click on it. The Start Menu won't work nor will any
icons where the clock is, the only way I can get it to work is minimize the
window I am in before switching to another window and everything works until
it happens again.

Also another problem which maybe related is accessing the Start Menu, when I
try to click on anything in there it disappears, can not even shut down or
restart the system, the only way I can do this is Ctrl/Alt/Delete to
shutdown or restart as this is the only way it come rights
