Vista time server and timezones off today?

Going nuts today

Today my clocks seem off by an hour. I'm in Pacific time GMT-8 and
when I update with timezone server it's returning a time that's ahead by
one hour. I manually change it back one hour but it seems to be
affecting everything... I have two additional clocks, paris and hong
kong and they are both ahead by one hour than they're supposed to.

In some cases, like forums and my emails coming in from gmail, they are
1 hour behind! EG: it's now 2:34pm PST but this board is showing
1:34pm.

Is there something up with timezones today or is it just me? I'm on
Vista x64 business SP1

It is my understanding that most time servers hand out UCT (used to be
called GMT) - it is up to your software with knowledge of your time zone
to compensate for that.

Hmm for some reason my daylight savings option got turned off. I swore
I checked that earlier today... yay me.
