I was having same issue, after many restores and installs I dialed it down. I
was using a registry cleaner(Eusing) and that was causing the system to stop
fuctioning properly, ie contol panel, windows update, system restore, ect..
wouldnt open. Restored system and didn't install/run registry cleaner,
everything perfect now.
