Vista Ultimate has stopped opening Vista built-in programs

Hi!

I got my brand new (custom Puget Systems) computer last Thursday with
Vista Ultimate pre-installed. Today, Vista Ultimate (32-bit, SP1) got
profoundly goofy. This new computer has an XFX nVidia 780i
motherboard, an Intel Core 2 Duo E8500 (3.16 GHz) CPU, and 2 GB of RAM
on OCZ DDR2-800 Reaper chips.

Today, Vista has stopped opening Microsoft programs such as Vista's
pre installed games, "Windows Ultimate Extras", "Windows Update", the
"Default Programs" page, "Windows Explorer", and "Control Panel".
(This is not an exhaustive list.) The "Control Panel" page opens, but
remains blank. When I click on "Windows Explorer", I briefly get an
error message telling me that "Windows Explorer" is not responding,
and that Vista is looking for a solution, but that message disappears
quickly on its own.

Other programs open and run just fine. Microsoft Internet Explorer
and Windows Media Player open OK. All non-Microsoft programs seem to
open and run without problems. I scanned the computer with the
anti-virus program, but the problem continues.

Before this problem, I ran Windows Update several times since I got
the computer on Thursday. In addition, I have been moving data over
from the old XP computer and I have uploaded programs including
"notepad++".

I might consider using the "system restore" function, except that the
"Control Panel" page opens, but remains blank.

What might fix this?

That would not have occurred to me because I do not expect any
computer manufacturer to be expert on Microsoft's Vista Ultimate
software. Nonetheless, I can see that I am going to have to give it a
try. This is because, since I posted the original message below, I
have been in contact with Microsoft and they steadfastly refuse to be
of any service whatsoever. Instead, they, too, direct me to the
hardware people.

This abdication of responsibility does not bode well. Insisting that
the hardware people of one company be responsible for software tightly
held by another company seems unrealistic.

Tomorrow I will contact Puget Systems, and I will find out if
Microsoft's abdication is proper.

On the contrary, there is no abdication of responsibility. The Ultimate
OS that came with your computer is an OEM version, sold to the hardware
vendor at a reduced cost, this reduced cost making the vendor responsible
for all support.
It is the exact same OS sold at retail by Microsoft. You have now been
advised how Microsoft software is sold and marketed to hardware vendors. If
you purchase the OS from Microsoft you will have to pay more for it and you
will have only 90 days of free support. When you receive the OS with the
computer the support is for the duration of the warranty.
Do you feel better now?

I was having same issue, after many restores and installs I dialed it down. I
was using a registry cleaner(Eusing) and that was causing the system to stop
fuctioning properly, ie contol panel, windows update, system restore, ect..
wouldnt open. Restored system and didn't install/run registry cleaner,
everything perfect now.
