Vista Ultimate language(estonian) installing problem

So the thing is that I checked the estonian language pack on the updates page
and then started updating it. Well, at start it downloaded them. After that
Display language Install/uninstall window appeared and it started installing
the update. It reached 1/4 of the process bar till it told that it if
finished. Well, still english. Then i rebooted and tryed again, and again but
still no estonian language.
So how can I get it? I cant download it too because its ultimates feature
and not possible to download from a web.

Go to Control Panel -> Regional and Language Options -> Keyboards and
Languages Tab.

Under Display language section -> Choose a display language, a dropdown
option of your language should appear if installed correctly.

Nope, didnt help. Its not listed there.

You may have an installer problem, then. Try again.

I installed four language packs from site, but was eventually successful
only after third or fourth time. : (

You should be able to restart or continue from where you left off if you are
downloading the language through Windows Update.
