Vista Ultimate Sync Center Issue

Connected at Dell Axim X3 [Pocket PC 4.20.0] to the desktop. It is
recognized but the sync process generates the message: Offline folders/files
must first be established with offline availability enabled. This machine is
a standalone home machine. How can one set up a network folder that would
meet the requirements. Guidance sought.
