Vista Ultimate Welcome Center Vista-specific newsgroups

I have a broadband ethernet connection.
When I click on Welcome Center - Connect to Internet
It says: you are already connected - then I click on Browse the Internet and
Error: Internet Exlorer has stopped
So I can never connect to IE from Weclome center.
Could anyone please tell me how I troubleshoot this issue.
