Vista Updates gone wrong

Surely I cannot be the only person in the world with this problem? No one
seems to have heard of the problem or how to fix it.... Please help.

I have Vista Ultimate 32 bit. When I finished installing it I immediately
began updating the installation. Once I had all the patches, drivers updates
etc completed, I went back to WIndows update to download the Spanish Language
pack which along with 14 other languages I had seen available, EVERY time I
had previously used Update. All I see now is "Windows is up to date".

I have tried pressing "restore hidden updates" but there are no hidden
updates. How do I fix this situation? Is there a way to reset updates
available?

Please help because I REALLY need to be able to have Vista operating in both
English AND Spanish.

Have you tried changing the language, etc. in control panel?
