VISTA - Window Sizes

An annoying problem:

VISTA (Ultimate) just refuses to hold my window settings (size, view etc.)
especially so in File Explorer...It does this even without rebooting - After
I reboot, the Windows are in an even bigger mess in Windows Explorer. I then
reset them as I want them, and within minutes, VISTA changes them to do what
IT wants to do....!

Any tips on how to fix this annoying problem?

It has been an issue ever since Windows 98! - How come Microsoft have not
bothered to fix it......??????

Thanks in advance for any help you might be able to give...
