Vista:Windows Updates settings greyed out, its this new?

I am having a problem with my Vista images. I add the registry key AUOptions
(value 4) to turn on windows update. After a syspreped machine starts up and
is configured, Auto updates are on and work, but the user can no longer
change and the settings. If i removed the AUOptions key, they can now edit
them. This key did not lock out the users on past vista images. Is there
something new going on? is there a way to turn on Automatic windows updates
on a syspreped image with out this key?
