Vista Wireless Elevation

Howdy!
Currently our campus has wireless available to all the students, and
their laptops are set to automatically join the wireless as soon as
they power on. However we need them to be able to go home and be able
to connect to their home wireless. They are able to connect but they
cannot "Select Network Location" as it requires elevation. Is there a
way around this? Also they need to be able to set their IP address
without elevation.
