Vista won't shut my PC down

After using Vista Home Edition (preloaded on my pc) ok for several months,
when I select "Shut Down" it gets as far as the green screen that says
"shutting down", stays there for approx 15 minutes, then reboots the pc
(giving the option to start again in safe mode if you are still sat there &
haven't got fed up and gone to take the dog for a walk!).

Is there any reason for this?
Is there any fix?

Since the problem is fairly recent, look to what you've updated and/or
installed. Many people on Vista have reported shutdown problems solved
by updating their video drivers. Also, malware can definitely cause
shutdown problems so make sure your computer is clean. Here is an
excellent shutdown troubleshooter for you to go through:

Sure. You're running Vista, the p.o.s. in the world of operating systems.

I followed the suggestions of several posts and disabled my offending program
in Windows defender and also disabled sleep and all is well. I am using a
Dell Inspirion 1521 notebook with Win. Vista Basic. Disabling the usb had no
effect one way or the other but was a good suggestion, hope this helps.
