Vista x64 not properly drawing window screens?

Hello,

This is really bothering me, I cannot program correctly with Windows Vista
x64 bit, the window screens are not showing, or when resizing its not
resizing, take a look at these screenshots.

http://i6.tinypic.com/6x9tzm9.jpg - That is running Eclipse IDE , when I
visit something, It sometimes renders correctly but most of the times it
doesn't it shows empty. Another problem, when I resize the window, I see
those resize marks, and the working area doesn't resize with it. Very
annoying.

2008 , same thing applies like before, when I resize the window, the content
doesn't resize with it ... Some windows are not even visible if I change as
well.

as you see when I open the pdf document, and want to resize the window, the
contents in the container doesn't get resized. Very annoying.

As you see, this happens to many applications, what should I do? How should
I debug what is wrong? Here is what I have done already:
- I uninstalled Video Card (Nvidia 8800 640MB) still same problem
- Ran application in Adminstrator , still same problem
- Ran application in Compatibility mode, still same problem
- Reinstalled application, still same problem
