Vistal 64 bit (x64) Error 1719 - The Windows Installer could not be accessed

I ran into the famous Error 1719 problem while trying to install a 64 bit
application. I have tried almost any suggested given in this newsgroup (and
others) including importing a good registry entry for MSIServer from another
machine, registering both msiexec in system32 and sysWOW64.

The MSIServer service seems be to running and I can stop and start it with
no problem. Would a repair-install of Vista fix the problem? Do I have to
uninstall the SP1 first?
