access 97 is outdated, uninstall it, reinstall in compatibility mode for XP
is available and install it somewhere other than Program Files
when you insert the CD, find the installer and right click>run as
administrator.
instead of accepting the default install path, remove Program Files from the
path as Vista will not allow files to be written there.

Right click the Microsoft Access 97 executable > click Properties >
Compatibility (tab) > check the 'Run this in compatibility mode for:' box,
click in the list box and select an appropriate version of Windows.
