W2K Internet Connection wizard constant

We have some W2K machines on campus which are constantly runing the Internet
Connection Wizard since the last set of updates. We answer all questions
properly, but the next time the user goes to the internet, up pops the
wizard. Ideas?

CORRECTION:

It comes back at each logon to Windows, NOT each attempt to get to the
Internet.
