W2K Updates Will Download (or so it looks that way) but Won't Inst

Ever since I had to uninstall Norton SystemWorks 2004, Updates has not
worked. I have scoured this discussion group looking at many of the past
fixes and trying most, if not all of them to no avail. I have at least
gotten Updates to download updates, which it wasn't doing before - so we have
progressed a step. The updates just won't install. Here's some info from
the Windows Update Log:

Hi,

You have an issue with the BITS service.

Please try this:

Click Start >> Run >>
Type the follow command in the Open box.
"regsvr32.exe qmgr.dll" (w/o quotes)
Press Ok

Repeat the same for the following command:

regsvr32.exe qmgrprxy.dll


If the above did not help, check this one:

Error 0x80246008 during the download process

A comment to the procedure in the link above:
You only need to add BITS to the list of services if the value) is missing.

Torgeir,

I have tried the ALL the regsvr32xxx.dll's a few times and it has not
worked. I did the BITS add under the Svchost, but when added to the registry
key, it shows up as a bunch of blocks, not like the letters of the other
names of the other keys in the Svchost file; so I'm not sure if it is coded
right. I copied how the other keys are done in W2K format in the registry
(i.e. letter dot letter dot letter). I rebooted the system and tried Updates
and the updates said they downloaded but did not install as that is how it is
now. I get the "Error Code: 0x80246008" when I click on status flag under
review your update history. BITS still will not start when you try to start
it up under Services.msc.

I don't know where to go from here...

Hi,

For REG_MULTI_SZ registry values, in Windows 2000, you will need to use
regedt32.exe and not regedit.exe to get a sensible edit window.

Please verify your netsvcs registry value using regedt32.exe.

The regedt32 way got the BITS key into the registry, but did not fix getting
BITS to start in Services.

The error message when you try to start the BITS service in Services.msc is
"Windows could not start the BITS service on Local Computer. For more
information, review the System Event Log. If this is a non-Microsoft
service, contact the service vendor, and refer to service-specific error code
-2147024894 or 7FF8FFE in hex, which is a new error code I've never had
before.

System Event Log error messages state for the Service Control Manager - "The
BITS service failed to start due to the following error: " The executable
program that this service is configured to run in does not implement the
service." The DCOM error message is " DCOM got error "The executable program
that this service is configured to run in does not implement the service"
ateempting to start the service BITS with arguments "" in order to run the
server {4991D34B-80A1-4291-83B6-33283666B9097} with Event ID:1005.

I deleted all the BITS information from the Registry except the Svchost and
reinstalled SP4, the major Update after SP4, and the Update to BITS 2.0 and
WinHTTP 5.01 to see if I could get BITS and Upodate to working properly. No
go. Now I'm back to square 1, where the updates won't eve download at all,
the updates screen freezes up until the cancellation of the update completes
or you cancel out thru Task Manager. I get the following Error Code:
0x80246008 after canceling out of updates.
