wallpaper blank

I am using windows vista home edition and at one time I could select sample
pictures and personal photos as my wallpaper but now for some reason I only
get a dark blue screen. I have tried following the instructions and read all
I can find on this but cannot figure this out. Could you please help?

If you can't change Desktop background - Start>Control Panel>Ease of
Access>Ease of Access Center. Under "Make things on the screen easier to
see", deselect the option "Remove background images (where available).
Select "Save".

If that doesn't help, download wallpaper_enable.reg from MVP Ramesh here at
the following link -
http://www.winhelponline.com/fixes/wallpaper_enable.reg

Save the file to Desktop. Right-click on the file and then choose "Merge"
