I'm sitting at my XP machine, my Vista machine is out of reach, so I'm
somewhat guessing. When I right-click my desktop background, bring up
the "Display Properties" dialog, and Click the "Desktop" tab, there is
a dropdown on the right side that governs how the selected image will
be used. There are three options: Center, Tile, and Stretch. "Center"
is the one you're looking for, it just plunks the image in the center
of the screen and doesn't mess with its size. I know Vista has things
arranged a bit differently, but there must be something similar to
this setting.
Also: I assume that you're certain that this image is actually small
enough that it would have space on all sides when centered on your
monitor? Could it be that you need to shrink it?
