Just to be clear, you can send/receive invites when your webcam is not
installed?

Can you successfully run the "Audio and Video setup?" Tools->Audio and
Video setup.

I can receive invites when my webcam is and is not installed. When I send an
invite - no-one can see it. I can run the audio and video set up and webcam
set up . I can see myself on my own webcam so this would say the camera is
working - must some configuration somewhere

I'm not certain that this is a problem with your webcam. It may be a problem
with your connectivity in general. If you change your display picture to a
custom image, does your contact get the updated image?
