webcam does not start in Windows Live messenger

The following error message appears..... whilst there is no problems of
below when i use Yahoo messenger...any ideas to resolve....
We couldn't start your camera device. Please check that your camera is not
currently in use by another program, and then try again

I currently installed Windows Live Messenger 2009 when I goto Tools -> Audio
Video Setup, it told me that "We are unable to run Audio and Video setup"

I've checked my Webcam and Audio it's functioning without any problem.
There are no other applications are running using this.

I'm currently running Windows XP SP3

Please help!

Have audio and webcam.
Using windows xp and new msn 2009.
click to configure camera/audio recieves:
"unable to run audio and video setup".

Please see my post from 14/01/09 Webcam and Video/Audio Set Up Issues

There are no known fixes at present for this problem, other than to
uninstall and install v8.5.

In our cases as posted Anti-Virus and Security Software had no influence,
please read my post as mentioned above.
