Webcam does not work because of Windows Live today

I cannot see other contacts' webcam, play games, use the activities toolbar
and all the tabs are gone because I unchecked the 'View Windows Live today on
startup' box. I cannot check the box again because it is gone. I tried
uninstalling but the problem remained. This problem happenned in all
messengers ranging from MSN 6.2 to WLM 8.5. Does any one know how to fix the
problem

There's nothing connecting this feature to proper operation of Messenger.

What it sounds like is that Messenger isn't connecting to the web configuration service to
properly download the locale information when you sign in. This can happen if you have a
third-party firewall (for instance, ZoneAlarm), blocking port 80 via Messenger.

I don't have a third-party firewall only windows firewall. Also this problem
happened exactly after I unchecked 'View Windows Live Today' box.
