I'm also having great difficulty with video calls using WLM 8.1 and Vista.
I'm using Vista Home Premium on two separate new computers. One has a built
in HP webcam and the other uses a Logitech Fusion. My contacts and I can see
each other but we cannot hear or talk. When I go under the Tools menu and
use Audio and Video setup, it show my headphone, microphone, and webcam are
all working properly. When I go to Control Panel and go to Sounds, it shows
my microphone and headphone are all working properly. So I believe there is
something wrong with WLM under Vista. When I was using Windows XP SP2, I had
no problems with conducting video calls. Also Skype is able to handle my
video calls with my current setup without problems.
