Webmail https: Site Will Not Connect

Have added https://webaccess.vdacs.state.va.us (for
https://webaccess.vdacs.state.va.us/servlet/webacc) and
https://webaccess.vdacs.virginia.gov (for
https://webaccess.vdacs.virginia.gov/servlet/webacc) to the Safe Sites list;
however, IE7 displays "Connecting" tab but never connects. The only change
that has occurred is my upgrading from XP with IE6 to Vista with IE7.

I can get to the site with IE7 but it gives me an error concering
the certificate. If I click Continue anyway it connects. What
error message are you getting?

protectedmodeoff appears at the top of the window and it attempts to connect,
generating a "waiting for https://..." message beside the green status bar at
the bottom of the screen. It never progresses beyond 1/3 of its range. No
error is presented even after 5+ minutes.
