weird ip address

Hello all,

Can anyone confirm me that
the following IP address is officially
used by Microsoft for Windows update? :

192.221.115.126

Because my computer sometimes connects
to it during windows startup.

Since i couldn't find out anything about it
through DNS and traceroute i typed it
into Google and got this result, which worries
me:

http://pgl.yoyo.org/adservers/iplist.php

Do i have some hidden spyware installed?
