Welcome Center Live links connect to Thai site

I built a new computer and bought Vista Ultimate OEM version English
language, but live in Thailand and bought the OEM version here. I am
installed with good success but when I try to click any of the Windows live
links in the Welcome Center (also happens from Microsoft Vista site when
clicking the Windows Live link) it takes me to a Thai Language lign up page.
I need the English link but cannot find a way around the automatic Thai web
link.

Can anyone help me with some ideas of how to approach the problem? Thanks

Check your Regional and Language Options in Control Panel.

Andre,
Thanks for the suggestion. I have already been to the Control Panel
Language options and they are set to English, I have however added Thai
Keyboard for family to use but the Default is English. Interesting is the
fact that only Windows live links react by taking me to a Thai sign up page
with that link going to Thai site from Windows Live, Windows Live Messsenger
or anything related to Live.
