At a command prompt type
net users
to get a list of accounts that Vista knows about.
The Administrator account is not 'yours' it is the systems so you cannot
normally login on that one and it doesn't show in the welcome screen.
Then do net users 'name of account' for your two users and check for
differences in their capabilities. That may provide some clue.
