Where's "Confirm open after download"?

In versions of Windows prior to Vista, many file types gave me the option to
"Confirm open after download" if I wanted to be asked whether I wanted to
"Open" or "Save" a file. Now in Windows Vista, I find that this option is
missing! What's the deal here, and is there any way to get that option
back?
