If anyone is having the same problem I did some more research. To quote from
this article-

“You may have several versions of the .NET Framework installed on your
computer. Each version of the .NET Framework can co-exist with the other
versions on the computer.
Note Most of the time you can use the latest version of the .NET Framework
to run applications that were created in earlier versions of the .NET
Framework.”
It appears to state that these versions are independent of each other and
you only need an older version if certain software relies on it. Windows
Update was indicating I needed to patch an earlier version of it because all
reference to it wasn’t removed. Re-installing it after the later version
solved this problem and hopefully the un-install link will work correctly
next time.
