While exploring various websites, sometimes a window will open that has no
toolbar, etc. at the top. Why do such windows exist?

They're for people who don't like toolbars clutterning up their view.

These "Addressbar-less", "Toolbar-less" and "Menu-less" windows ar
programmed by website developers, and are used for various reasons

However, since the release of Internet Explorer 7, website developer
can no longer hide the address bar, even if they wanted to. This help
to prevent "phishing" sites from faking known legitimate sites..

It's done with javascript.

You can still make popup windows without address bars using javascript,
although most probably not ones containing links or server-side scripts.
I'll try making ones with text in them, to see if that is possible.

I used javascript for this page's popup windows.

The windows close when they are clicked away from, but that is just because
I wanted them to do so.
