Why I can't open hypelink within the same website after install SP

I have a problem after installing SP2 into the system. I can't open the
hypelink within a website and also in the Outlook. Anyone could help me to
solve this problem?

I can't use ie for any downloads, SP2 is blocking everything. My life is
ruined!!!
