Why does update icon appear in toolbar?

We have our computers set to automatically download Windows updates and
install them on the schedule that we specify. Why then, does the Update icon
appear in the taskbar which says "updates are ready for your computer"?
Shouldn't the updates be installed automatically and we not be required to
click on the icon to install the updates?

The updates are downloaded to your computer, however some updates do require
you to restart the computer before other updates can take place. Have you
tried a restart

You can tell it (the update icon) what you want it to do.

1. Just notify you there are updates (and don't do anything else).
or
2. Download the updates and notify me they are ready to install.
or
3. Download and Install automatically.
(the reboot factor always made me nervous, so I've never tried this for any
length of time).

You pick these options, in Control Panel, then "Automatic Updates".
