Why is everything synchronized except Notes?

System:

Windows XP SP2
Outlook 2002
ActiveSync 3.5
HP Jornada 540 Pocket PC

Problem:

Everything works fine, except that Notes will not synchronize, in either
direction!

Error message:
-----------------
Synchronization Cannot Be Started Because You Are Not Able to Log onto the
Network

However, trying the suggestion does not resolve the problem!
