Why happen this in the update?

i have 3 users in my computer, and when i update my computer (HP Pavilom
Media Center m8020n TV PC with windows vista home premium) the two other
users update but i not, and i don´t know how but now, the task manager
doesn't works, and says:
that the administrator has set policies for that i can't open the task
manager.

and i don't do nothing, please, answer me, Ã*'m mexican, but i speak english,
and my PC is in english

When all else fails, HijackThis v2.0.2

It will help you to both identify and remove any hijackware/spyware with
