The USB standard is 500mA at 5V to each port, but most laptops preserve
their batteries by supplying one 500mA output to be shared by all USB ports.
You are finding which port is earliest in the chain for priority in
power supply. If you need to use USB devices which have serious power
draw with a laptop, you should use an external powered USB hub. This
will provide the full 500mA to each port.
