Why this message?

I just got around to my second attempt to upgrade from XP Home SP1 to
SP2 (since the first one failed a year ago). This time it seems to
have worked OK.

One of the first things I did after the necessary reboot was accept
the recommendation in the Security Center to install 'Automatic
Update'. I then clicked the link to Windows Update, which surprisingly
was still offering the 'Express' option for priority updates,
presumably SP2! I then clicked the Custom option, but got this
message:

"Files required to use Windows Update are no longer registered or
installed on your computer. To continue:
Register or reinstall the files for me now (Recommended)"

What's this all about please? And how should I proceed?

Some have reported that simply re-registering the MSXML3.DLL seems to fix the
problem.
1. Click Start.
2. Choose Run.
3. In the Run box, type: regsvr32 MSXML3.DLL
Press okay

If that hasn't helped you may need to re-registered some more files:

1. Click Start.
2. Choose Run.
3. In the Run box, type (pressing okay after each one) :-

net stop wuauserv

Repeat for the following:
regsvr32 wuapi.dll
regsvr32 wups.dll
regsvr32 wuaueng.dll
regsvr32 wuaueng1.dll
regsvr32 wucltui.dll
regsvr32 wuweb.dll
regsvr32 MSXML3.dll
regsvr32 qmgr.dll
regsvr32 qmgrprxy.dll
regsvr32 jscript.dll

net start wuauserv

If you need to reinstall the Automatic Updates service, follow these steps in
this article -
You receive a "Windows Update has encountered an error and cannot display the
requested page" error message when you try to install an update
http://support.microsoft.com/default...b;en-us;883614

If you need to re-install Windows Update files

http://download.windowsupdate.com/v6...gent20-x86.exe

Note If you have an x64-based computer, visit the following Microsoft Web site:
http://download.windowsupdate.com/v6...gent20-x64.exe

Click Save in the File Download-Security Warning dialog box, and then select the
location where you want to save the file.
Double-click the file that you saved

Note that if it says "Install is not needed since Windows Update Agent is
already installed.", run the exe with the command line switch /wuforce, like
this:
WindowsUpdateAgent20-x86.exe /wuforce

Thanks TaurArian, but I'm still in trouble. I went through all the
re-registering steps you suggested, and re-started, but I'm still
getting the same issue. Do hope you can help me further please.

FWIW, in case it's related, since the SP2 upgrade I'm also
experiencing *really* slow performance in many operations. For
example, opening the Run window was taking around 10 secs, and opening
My Computer is taking nearly 2 MINUTES!

This is second time I've attempted an SP2 upgrade from SP1, and
already I'm seriously once more considering uninstalling ;-(

Yes, certainly on this last occasion anyway. And all went smoothly,
with Success message at the end.

Key problems (unchanged after several reboots):

1. Can't use Windows Update.
In detail, this is what happens:
I go to this page in IE (doesn't work in my default Firefox browser)
http://v5.windowsupdate.microsoft.com/
That actually takes me to this page
http://v5.windowsupdate.microsoft.co....aspx?ln=en-us
That looks as if it doesn't recognise I have just updated to SP2,
because it has the same appearance as under SP1. i.e. offering
Express. But anyway, *whatever* link I click I get the error "Files
required to use Windows Update are no longer registered or installed
on your computer." If I use Continue, it *seems* to be downloading/
registering/installing. But it finishes with an empty main window. And
if I click an option on the left, such as Review your update history,
I get the error message again. Same closed loop arises if I go down
the new Microsoft Update route.

2. Very slow Explorer; e.g. TWO mins to open My Computer!

3. My Network Connections folder is empty. (Yet my Wireless router is
connecting me Ok to my internet broadband connection).

4. I'm getting weird messages in Event Viewer. They are
incomprehensible to me, but here are two of them in case some expert
here can interpret them for me:

The run-time environment has detected an inconsistency in its internal
state. This indicates a potential instability in the process that
could be caused by the custom components running in the COM+
application, the components they make use of, or other factors. Error
in d:\qxp_slp\com\com1x\src\comsvcs\events\lcedisp.cp p(131), hr =
80040206: Failed to CoCreate EventSystem object.
====================
The COM+ Event System detected a bad return code during its internal
processing. HRESULT was 80040154 from line 44 of
d:\qxp_slp\com\com1x\src\events\tier1\eventsystemo bj.cpp. This may
indicate that the COM+ Event System is not properly installed. Please
try reinstalling the COM+ Event System.

Any help would be much appreciated please, as I have been working on
this for most of the day so far without any success with any of the
above issues.

Have you tried using System Restore to take you back to before you were
having problems?

Thanks, but no, as that would be the same as uninstalling SP2!

And then you could clean up your computer, remember to disable your AV
first, not have any peripherals connected other than you monitor,
keyboard and mouse, and install SP2. Although, with your situation, it
may be faster and surer to back up your data, do a clean install and
then install SP2 and then all the updates.

I have seen this caused by Data Execution Prevention acting on old-ish
third-party drivers for Windows Image Acquisition.

Do you have any HP scanners connected to your PC, or having HP drivers
installed for scanners even if not connected?

If you completely disable DEP, does the two minute delay go away?
