Why is my; Control Panel Empty, the 3D Scrolling not working?

When i try to get on the control panel the file is empty Vista welcome centre
doesn't open i can't open the Personalize quick link when you right click the
desktop and 3D scrolling doesn't work while Alt+Tab works. And to top it all
off they've been working fine untill now. WHATS WRONG??

Can you do a System Restore to an earlier point in time before this problem
started? Did you install any software or devices that might have triggered
this problem? Is the Windows Aero theme enabled?

Might I also suggest ante2610 to stop and restart the terminal services
service. This has caused problems with my access to control panel in
the past.

I have the exact same problem (control panel, personalize, run command, aero,
etc). I think it happend shortly after I installed SP1. The thing is, when i
try to view my updates... the link to the left in "programs and features"
doesnt work. It's very frustrating. Any advice?
