Why are these two Microsoft .dll files on my second partition?

One of the Microsoft updates, I expect .Net, put two files on the root of
my second partition. I am running Vista64 now but it also happened when I
was running Vista32 also. They are part of the Microsoft runtime library.
Why are they being dumped on the second partition? I haven't deleted them
but I expect they are safe to delete.

msvcr70.dll

They are just C++ Runtime Libraries. I have found that some program
installers may misplace them like that. As long as you have copies in
C:\Windows\System32 they are safe to delete from there.

It's not even finding the copies in my 2nd partition. Instead it finds my
Usenet post. ???

Yea, searching from the start bar it finds this thread in Windows Mail. I
had to search from explorer on that partition to find the files. It doesn't
show those files being in Windows anywhere. I think they must be from a .NET
update and can be deleted.
