Why in Vista Ultimate am I unable to turn on "Internet Information Services" in the turn windows features on or off ?

For some reason this service is inactive and I am unable to upload to my web
portal and I don't want to use FTP. I use Adobe Dreamweaver to design my
site. Please give me that method that will enable this service and all it's
subfolders.

Note that spammers will eagerly take your email address from your vcard and
send you plenty of spam.
