Why windows installer 3.1 is tagged as "Not Applicable" by WSUS Se

I've a Windows Server 2003 domain with all Windows XP SP3 client and a WSUS
3.0 SP1 server installed and working (well).
I'd like to know why on my windows XP SP3 client results installed the
3.01.4001.5512 version of Windows Installer (by means msiexec /? at command
prompt) while on WSUS Server - for all windows xp sp3 clients - in the Update
Status Definitions the Windows Installer 3.1-893303 is tagged as Not
Applicable and, then, is not installed on the clients.

Assuming you mean 893803 rather than 893303, I believe this functionality is
built into Windows XP service pack 3. Therefore, the update is not applicable.
