Why won't KB967715 install?

I am running an HP m7680n WinXP Media Center SP3. Every day I get the little
yellow shield telling me I have to install update KB967715. I have gone
through the knowledge base article and have tried all 3 suggested methods of
installation: Manually adding the registry entry (It's already there!!!),
Installing in "Safe Mode", and the selective boot method. When I check my
update history it says it was successful about 6 times since June 28. I have
CA Internet Security Suite installed (the free version from Road Runner).
I've tried turning off the firewall, anti-virus, and anti-spyware (don't have
the anti-spam installed), and it still doesn't work.

When I start in safe mode I can log in as "administrator" or
"HP_administrator." I don't know why I have 2 admin logins, nor do I know how
to alleviate that situation. I've done the install under both logins. I've
done a lot of searching around in these forums and have noticed that 99% of
the time it's fixed by just doing it in safe mode. I guess I'm that last 1%.
I've already had Best Buy's Geek Squad look at it, and they told me to just
check the hide update box when it shows up again. Frankly I'm not satisfied
with just hiding an obvious Microsoft programming error.

What do I do?

You wasted money doing that. You do NOT want to hide this update and you do
not want to disable AutoRun, either!

Ah-ha. That's a completely different problem to the usual one.

Search your disk for shell32.dll, right-click on it and select Properties. Let
us know what the version number is.

Which copy of the shell32.dll do you want to know about. My search turned up

OK,

That's odd. The correct version of shell32.dll is present in
c:\windows\system32, so if the registry entry is there too the update would seem
to be properly installed and shouldn't be wanting to install again.

This is a little odd:

It means there's a downloaded update with an older version of the file. This
may not be a problem, it may just be a previous update which for whatever reason
hasn't been flushed from the download cache yet.

There aren't any other updates apart from 967715 which are repeatedly
reinstalling, are there? Have you doublechecked that the registry key is not
only present but has the correct value?

The only other thing I can think of is to check the security permissions on the
registry key and the shell32.dll file (the one in C:\windows\system32). When
logged in with a non-administrative (restricted user) account, can you copy the
shell32.dll file and look at (see the value in) the registry key?

967715 was the only update that asked repeatedly. I say "was" because I guess
it's fixed! I don't know what update was done, but when I restarted the
computer again it did an update while shutting down. When it rebooted there
was no reminder for 967715! And there hasn't been since! Computers are so
screwy they just tick you off now and then, know what I mean?
