Widnows Vista desktop icon issue

They work just fine, but all of my shortcuts that locate an .exe file end up
with the default file picture laying on top of it. It just started out of
the blue.

Go to Start > All Programs > Accessories and right-click
on the Command Prompt and choose "Run as administrator".
Type in: SFC /SCANNOW and press your Enter key.

This will fix corrupt operating system files.

That doesn't work. Icons still have that .dll looking picture laid in over
the icon.

Sorry about that, give this a try:
Launch an elevated CMD window, ie Right click, Run as Administrator...
Shutdown Explorer Process from the Task Manager
In the CMD window go to C:\Users\<ProfileName>\AppData\Local
Do the following command: attrib -H IconCache.db
Do the following command: del IconCache.db
Do the following command: start explorer

This should rebuild the Icon Cache...
